■ China's Three Major Telecom Carriers Commercialize AI Token Subscriptions: From Traffic Economy to Token Economy [Follow-up]

Around MWC Shanghai 2026 and WAIC2026, AI token subscriptions from China's three major telecom carriers moved to the forefront. China Telecom offers 10 million tokens for RMB 9.9 per month, 80 million tokens under a premium plan for RMB 49.9, and 150 million tokens for enterprise customers at RMB 299. It aims to reach 200 million consumer accounts and 5 million enterprise accounts by the fourth quarter. Huawei stated that China has 110 million 5G-A subscribers. The shift from byte-based billing to token-based billing marks the start of a structural change in which telecom carriers become AI platform companies. If KT, SKT, and LG U+ adopt the same model, the pricing structure of domestic AI APIs in Korea could be shaken.

▣ Policy, Regulation, and National Strategy

■ WAIC2026 Opens: Xi Jinping's First-Ever Keynote, WAICO Founded by 29 Countries [Follow-up]

On July 17, President Xi Jinping attended WAIC for the first time and delivered a keynote speech. Saying that "AI development is not the solo run of one country but a symphony of international cooperation," he pledged 5,000 AI training opportunities for developing countries over the next five years. One day earlier, on July 16, representatives from 29 countries signed the agreement establishing WAICO, the World AI Cooperation Organization. Participants include Kazakhstan, Laos, Pakistan, Russia, Indonesia, Brazil, Venezuela, Serbia, Cuba, Belarus, 10 African countries, and 12 Asian countries, with headquarters to be located in Shanghai. Foreign Minister Wang Yi signed on behalf of China, and UN Secretary-General António Guterres attended. As a China-led governance bloc takes concrete form in response to the U.S.-led PaxSilica of 35 countries, the bifurcation of AI norms has been formalized. Korea has joined neither side, so the pressure to choose is rising even as its economic interests remain entangled with both blocs, making diplomatic balancing more burdensome.

■ Opinion on Standardizing AI Agents Takes Effect July 15: Separate Framework from Anthropomorphism Rules

The "Implementation Opinions on the Application, Standardization, and Innovative Development of Intelligent Agents," jointly issued by the CAC, NDRC, and MIIT, took effect on July 15. It defines AI agents as a regulatory category separate from generative AI. Agents in healthcare, transportation, media, and public safety are subject to filing obligations, compliance testing, and recall clauses. Taken together with the "Measures for the Administration of AI Anthropomorphic Interaction Services," which took effect the same day, China has completed a three-layer regulatory structure covering generative AI, anthropomorphism, and agents.

■ China's Commerce Ministry Reviews Restrictions on Overseas Access to Advanced AI Models: Policy Not Finalized [Follow-up]

The review reported by Reuters on July 7 regarding Commerce Ministry restrictions on exports of advanced AI models has not yet been finalized. Meetings were held with Alibaba, ByteDance, and Zhipu to discuss a three-tier management framework that would also cover open weights. Measures under discussion include treating the leakage or theft of proprietary AI models as a national security crime and restricting foreign investment in Chinese AI companies. It remains undecided whether the rules would apply only to future models or retroactively to already released models, and the implementation timeline is also not set.

▣ U.S.-China Tech Hegemony and Implications for Korea

■ Bank of Korea Raises Rates to 2.75% + KOSPI Plunges 6.37%: Overlapping with Constitution Day Market Closure

On July 16, the Bank of Korea raised its base rate by 25 basis points to 2.75%. It was the first increase in three years and six months since January 2023, based on consumer inflation at 3.2%. On the same day, the KOSPI fell 6.37% to close at 6,821, while Samsung Electronics dropped 8.2% and SK hynix fell 11.5%. The market was closed for two days, July 17 for Constitution Day and July 18 for a temporary holiday. The drop came as overnight weakness in U.S. semiconductor stocks coincided with the rate hike. With the combined KOSPI weight of Samsung and SK hynix having risen from 25% at the start of the year to about 50%, concentration risk was exposed again, showing how a single semiconductor sector move can shake the entire index.

■ Report Says Samsung Electronics Is Reviewing a U.S. ADR Listing, Company Denies It [Follow-up]

Bloomberg reported on July 14 that Samsung Electronics was reviewing a U.S. ADR listing. The report said the move appeared to be influenced by the success of SK hynix's Nasdaq listing, valued at $26.5 billion and surging 13% on its first trading day. Samsung Electronics officially denied the report, calling it groundless. Regardless of whether a listing happens, the debate over global investor access to large Korean semiconductor stocks is likely to continue.

■ Acceleration of U.S.-China AI Governance Bifurcation: WAICO vs PaxSilica

With WAICO's 29 countries and the U.S.-led PaxSilica's 35 countries now standing side by side, the global bifurcation of AI norms has been formalized. On the day before WAIC opened, People's Daily ran an editorial opposing an "AI iron curtain." The U.S. Department of Commerce has made clear that export bans on advanced AI chips also apply to overseas subsidiaries of Chinese companies, and China is seeking, in mirror-image fashion, to block overseas leakage of its own advanced models. Nvidia's share of China's AI chip market has fallen from above 90% to about 50%, with Huawei's Ascend and other Chinese chips filling the rest.

▣ Commentary from Attorney Kim Kyung-jin

WAIC2026 this week brought China's AI ecosystem into one place and showed its current position with unusual clarity. Three strands stand out.

The first is the arrival of frontier-level models. With Kimi K3 resetting the ceiling for open weights at 2.8 trillion parameters, the performance gap between Chinese and U.S. models has in practice narrowed to one or two quarters. Add DeepSeek V4, Tencent Hy3, and Zhipu GLM-5.2, and China now has the full spectrum: closed, open, and agent-specialized models. Korean companies that had relied on U.S. models now have more choices, but they are entering a period in which the choice of model camp itself becomes a regulatory risk.

The second is the double-edged nature of semiconductor self-sufficiency. CXMT's $8.5 billion IPO and Huawei Atlas 950's EFLOPS demonstration were events through which China proved to the market that it has homegrown capability in both memory and AI accelerators. For Korean memory makers, this is the opening note of a long-term price war. Huawei chips entering Korea in the fourth quarter will also offer domestic data-center customers a practical alternative. Both developments point in the same direction: they weaken Korea's semiconductor advantage.

The third is the materialization of governance bifurcation. The founding of WAICO by 29 countries means that an AI norms bloc outside the U.S. order has now gained legal form. Korea, tied to the United States in semiconductors and to China in export markets, cannot easily stand fully with one side. But the situation has reached the point where delaying a choice is itself a risk. What needs to be prepared now is not which side to stand with, but corporate-level dual compliance capable of responding to both regulatory systems at the same time.
