Today's Top 5 Highlights

1. DeepSeek completed its first-ever external fundraising round, the largest on record, at 51 billion yuan ($7.4 billion). Tencent contributed 10 billion yuan and CATL 5 billion yuan. Valuation reached 400 billion yuan. IPO filing process to begin within the year.

2. The KOSPI fell another 4.52% on July 20, down more than 25% from its June peak and entering a technical bear market. Its cumulative 23% decline in July is the largest monthly drop on record. Tomorrow (the 22nd), SK hynix's second-quarter earnings will test whether a rebound catalyst exists.

3. CXMT confirmed its STAR Market listing for July 27. With institutional oversubscription at 570 times and retail oversubscription at 212 times, it will raise 57.9 billion to 66.6 billion yuan ($8.5 billion to $9.8 billion). This is the largest semiconductor IPO in the history of China's A-share market.

4. Unitree's humanoid robot is pushing ahead with its European market entry immediately after the U.S. Department of Defense designated it as military technology, effective June 30. Debate in the West over security risks is intensifying around obligations under China's spy law and issues tied to sensor data transmission.

5. WAIC 2026 closed on July 20. Xi Jinping delivered his first-ever keynote at the event, 29 countries agreed to establish WAICO, and its headquarters will be set in Shanghai. Facing the U.S.-led PaxSilica bloc of 35 countries, a bifurcated AI governance order has now taken shape.

China AI Models and Platforms

▎DeepSeek completes 51 billion yuan in first external fundraising: IPO filing to begin within the year

DeepSeek has accepted outside investment for the first time since its founding. The 51 billion yuan raise, about $7.4 billion, is the largest single AI funding round in Chinese history. Tencent invested about 10 billion yuan, and CATL, the world's largest battery maker, invested about 5 billion yuan. JD.com, NetEase, and IDG Capital also participated. Founder Liang Wenfeng added another $3 billion of his own money and remains the largest shareholder. The company's valuation stands at 400 billion yuan, about $52 billion.

Discussions on a second round began immediately. The target valuation is 480 billion yuan, about $71 billion, up 37% in just a few weeks. According to Bloomberg, DeepSeek is in contact with accounting and underwriting advisers to file for a mainland China IPO within this year, with a listing targeted for 2027.

The main use of funds is expanding Chinese-made computing infrastructure. DeepSeek V4, officially launched in mid-July, supports 1.6 trillion parameters, with 49B activated, and a 1 million-token context window. Time-of-day API pricing has been introduced, and legacy models will be retired on July 24.

Why it matters: This reverses DeepSeek's prior principle that it would not raise outside capital, pursue an IPO, or commercialize aggressively. It signals that China's AI industry has moved beyond the research stage and entered the capital markets stage. OpenAI and Anthropic have also filed IPO paperwork in 2026, so capital competition between the two major U.S.-China AI camps is now accelerating in earnest.

Impact on Korea: DeepSeek V4's API pricing is about one-third of Kimi K3's and one-fifty-seventh of Anthropic Fable 5's. Korean startups may become more deeply dependent on low-cost Chinese APIs. If China's Ministry of Commerce moves ahead with proposed restrictions on overseas access to advanced AI models, however, that dependence could be cut off abruptly.

▎Kimi K3, world's largest open-weight model at 2.8 trillion parameters: full weights to be released on July 27

Kimi K3, launched by Moonshot AI on July 16, is the world's largest open-weight model at 2.8 trillion parameters. It ranked third on the Artificial Analysis leaderboard, behind Fable 5 and GPT-5.6 Sol, and first on Frontend Code Arena with an Elo of 1687. It is the first model to apply the company's self-developed Kimi Delta Attention, or KDA, hybrid linear attention and Attention Residuals architecture. It also includes native vision and a 1 million-token context window. At $15 per 1 million output tokens, it is priced at about 30% of Fable 5's $50. Full weights will be released on July 27 under a modified MIT license.

Why it matters: A model that approaches U.S. frontier-level performance while costing less than one-third as much will be released as open weights. If the weights are published before the Ministry of Commerce finalizes overseas access restrictions, the effectiveness of that regulation will be left with a major hole.

▎WAIC 2026 model exhibition wrap-up: 108 chips, 261 models, 6 major trends

WAIC 2026, held in Shanghai from July 17 to 20, has closed. The event showcased 108 AI chips, 261 large models, and 300 world-first unveilings. Pandaily identified six major trends: a shift from models to systems, the beginning of large-scale agent deployment, completion of the full-stack AI hardware chain, a reshaping of computing power, the full-scale monetization of industry applications, and bifurcation in governance.

MiniMax M3, StepFun's STEP X Neo, an agent smartphone, Nubia's agent phone, and Zhuguang 8000 were unveiled. China's National Development and Reform Commission said AI-related industrial output exceeded 1 trillion yuan, about $147 billion, in 2025, and forecast growth of more than 30% in 2026.

Robotics, Humanoids, and Embodied Intelligence

▎Unitree pushes into Europe immediately after Pentagon military technology designation

The U.S. Department of Defense banned direct contracting with Unitree effective June 30. Security researchers confirmed a CloudSail tunnel backdoor in Unitree's Go1 robot dog that automatically transmitted camera, audio, and sensor data to servers in China. An independent researcher also confirmed that the G1 humanoid robot continued sending sensor data to Chinese servers during normal operation.

Even so, Unitree announced its European expansion just days after the designation. Its STAR Market IPO, 4.2 billion yuan and likely to list in late July, is also proceeding as scheduled. In the U.S. Congress, the American Security Drone and Robotics Act was introduced in March by Cotton and Schumer, and the GUARD Act was introduced in June by the House Select Committee on China, but as of July 18 both bills remain pending.

Why it matters: Chinese-made humanoid robots carrying obligations under China's spy law and unresolved data transmission concerns are entering the global market on the strength of price.

Impact on Korea: HD Hyundai Robotics and Doosan Robotics compete in the same market.

▎China's humanoid robot overseas expansion gains full momentum: exports reach 19.99 billion yuan from January to May

According to Global Times, China's robot exports reached 19.99 billion yuan from January through May 2026, with destinations expanding to 150 countries and regions. The EU and ASEAN are the main markets. AgiBot entered Germany and Malaysia, MagicAtom entered the United States, and DeepRobotics entered North America. MagicLab partnered with AliExpress Brand+ to establish a direct-to-consumer sales system for humanoid robots across 150 countries.

Goldman Sachs raised its humanoid robot market outlook sixfold, and China's second-quarter investment in embodied intelligence reached 47.09 billion yuan, six times the level of a year earlier. The Ministry of Industry and Information Technology expects China to produce 100,000 humanoid robots this year.

AI Semiconductors and Computing Infrastructure

▎CXMT confirms July 27 STAR Market listing: largest semiconductor IPO in the history of China's A-share market

CXMT, ChangXin Memory Technologies, will list on Shanghai's STAR Market on July 27. The offer price is 8.66 yuan per share, and 6.69 billion shares will be issued, or 7.69 billion including the greenshoe option. The maximum fundraising size of 66.6 billion yuan, $9.8 billion, is the largest semiconductor IPO in China's A-share market since SMIC in 2020, and the company's valuation stands at 579 billion yuan, about $85.2 billion.

Retail oversubscription reached 212 times, with 9.4 million orders, while institutional oversubscription reached 570 times. Demand poured in despite heavy semiconductor selling pressure because investors viewed Chinese DRAM self-reliance as strategically important. CXMT posted more than 50 billion yuan in net profit in the first half of 2025 and now ranks fourth globally in DRAM with a 7.7% market share.

Why it matters: Apple is technically validating CXMT memory for devices sold within China. If the company uses the proceeds to expand capacity, price pressure on Samsung, SK hynix, and Micron will intensify.

Impact on Korea: CXMT is still centered on DDR4 and LPDDR5, so it does not directly collide with Samsung and SK hynix's HBM dominance. But it could trigger a price war in commodity DRAM, and as Chinese memory gains visibility, margins on Korean firms' commodity products will come under pressure.

▎Huawei Atlas 950 SuperPod makes first physical appearance at WAIC: fourth-quarter Korea entry remains on track

Huawei unveiled the physical Atlas 950 SuperPod for the first time at WAIC. It packs 1,024 Ascend chips into 16 cabinets and delivers 1 EFLOPS at FP8 and 2 EFLOPS at FP4. With UnifiedBus 2.0, it can directly connect up to 8,192 chips. DeepSeek's confirmation that it is running its own models at production scale on Ascend clusters gave the market a proof point that the Huawei stack can handle frontier AI workloads outside the Nvidia ecosystem.

The 950DT remains on schedule for cloud deployment in August and fourth-quarter entry into Korea through SK Shieldus and Hansol as general distributors. Pricing is about one-quarter of the H20, while performance is 2.87 times higher.

Telecom, Networks, and Edge AI

▎China's three major telecom carriers expand commercialization of AI token subscriptions: from a traffic economy to a token economy

China Telecom has launched nationwide pilot commercialization of AI token subscription products starting at 9.9 yuan per month, about $1.4. It bundles its own TeleChat model with DeepSeek and is targeting 200 million consumer accounts and 5 million enterprise accounts by the fourth quarter. China Mobile and China Unicom have launched similar products. China Mobile, while cutting total 2026 capital expenditure by 9.5%, increased computing power investment by 62.4% to 37.8 billion yuan.

Why it matters: China is the first case in which telecom carriers are selling AI tokens to the mass market the way they sell telecom plans, rather than just data traffic. Once AI services are layered onto a subscriber base of more than 1 billion people, it creates a distribution channel that individual AI companies will find hard to match.

▎China completes 5G-A deployment in 330 cities, enters phase-two technical validation for 6G

China has completed deployment of 5G-Advanced in 330 cities, with users surpassing 10 million. At the same time, it has entered phase-two validation of 6G technical solutions with commercialization targeted for 2030. China holds the world's largest share of 6G patents at 40.3%. At MWC Shanghai 2026, Huawei unveiled a full hardware stack for Upper 6GHz and argued that this band is essential for AI agent networks.

Policy, Regulation, and National Strategy

▎WAIC 2026 closes: WAICO founded by 29 countries, bifurcated AI governance order takes shape

WAIC 2026 closed on July 20. President Xi Jinping delivered the opening keynote for the first time in WAIC history and proposed establishing WAICO, the World AI Cooperation Organization. Twenty-nine countries signed on as founding members, and the headquarters will be placed in Shanghai. Russia, Brazil, Indonesia, Pakistan, Cuba, and Venezuela joined, while major Western countries did not.

TechTimes assessed the outcome by saying that two incompatible AI governance orders have now been locked in. Regulations among WAICO member states do not need to be compatible with the EU AI Act or the G7 Hiroshima Process, which means AI systems designed for one regulatory bloc may need to be redesigned before they can operate in the other. During WAIC, People's Daily ran an editorial opposing an "AI iron curtain." With the U.S.-led PaxSilica bloc of 35 countries facing off against WAICO's 29, Korea is in the position of being asked to participate by both sides.

▎Implementation opinion on AI agent standardization takes effect simultaneously on July 15

On July 15, together with the Measures for the Administration of AI Anthropomorphic Services, the Implementation Opinions on Standardization and Innovative Development of AI Agents, intelligent software entities, took effect. Jointly issued by the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, the framework makes agent systems in healthcare, transportation, media, and public safety subject to mandatory filing. They are regulated as a separate category from generative AI. As a result, China's AI regulatory structure now consists of a three-layer framework: the Interim Measures for the Management of Generative AI Services, the Measures for the Administration of AI Anthropomorphic Services, and the Implementation Opinions on Agent Standardization.

U.S.-China Tech Hegemony and the Impact on Korea

▎KOSPI enters technical bear market: down 23% in July, the largest monthly drop on record

The KOSPI fell 4.52% on July 20, dropping more than 25% from its June peak and entering a technical bear market. Its cumulative 23% decline in July is the largest monthly drop on record, and circuit breakers have been triggered seven times this year. Samsung Electronics closed down 3.73% and SK hynix down 3.64%, while Citigroup downgraded the Korean market to neutral.

The causes are layered. Tensions over the Strait of Hormuz between the United States and Iran, a 25 basis point Bank of Korea rate hike to 2.75%, doubts about overheating in global AI infrastructure investment, and concentration risk in Samsung and SK hynix all hit at once.

Tomorrow, July 22, SK hynix will release its second-quarter results. Consensus expects operating profit of 60.4 trillion won, slightly below the prior quarter, but because the share of fixed-price HBM contracts is high, market reaction will turn less on the headline number than on third-quarter HBM4 mass production timing and management guidance.

▎Report of Samsung Electronics considering a U.S. ADR listing: officially denied

Right after the successful Nasdaq ADR debut of SK hynix, Bloomberg reported that Samsung Electronics was considering a U.S. ADR listing. Samsung denied it, saying it is not considering an ADR issuance. Seoul Economic Daily analyzed the refusal as reflecting Samsung's low need for fundraising, given its 147 trillion won in cash, along with concerns over U.S. disclosure burdens and securities class action risk.

SK hynix's ADR surged 13% on its first day of trading on Nasdaq, and GraniteShares has launched leveraged 2x, SKUU, and inverse, SKDD, ETFs, creating a U.S. derivatives ecosystem around Korean semiconductors.

▎Bifurcation of the U.S.-China AI semiconductor ecosystem accelerates

Harvard's Growth Policy Center concluded that U.S. export controls are restraining China's AI sector while also accelerating the formation of a Chinese substitute ecosystem. In China's domestic AI chip market, Chinese-made chips have reached a 52.3% share, ahead of Nvidia at 42.7%. The 15th Five-Year Plan, 2026 to 2030, has elevated technological self-reliance into a core policy priority.

The U.S. Congress is more hardline than the administration and is pushing for a complete country-level export ban on semiconductor manufacturing equipment. The administration, meanwhile, has imposed a 25% tariff on the H200 while still leaving conditional export channels open, drawing criticism for what is described as strategic inconsistency.

Commentary from Attorney Kim Kyung-jin

The core development this week is the trio of listings: CXMT on July 27, Unitree in late July, and DeepSeek's IPO filing within the year. That means China's AI industry has moved beyond technical proof and into a phase where capital markets are assigning value.

The KOSPI bear market and the CXMT listing must be read together. At the moment Korean semiconductor shares are rolling over, a Chinese memory company is raising $8.5 billion. This is not a direct clash in HBM, but if a price war starts in commodity DRAM, the first thing to be shaken will be Korean firms' cash cows.

Unitree's Pentagon designation and simultaneous push into Europe recall the precedent of Huawei's 5G equipment. The pattern is to seize market share on price while the obligations of the spy law and data transmission concerns have already been identified, then wait for regulation to catch up. If the Korean government starts discussing clear standards now for when Chinese-made robots should be allowed or restricted, it can avoid the confusion and loss of trust that come when a country scrambles later either to ban them or to allow them.

With WAICO's 29 countries facing PaxSilica's 35, Korea has supply chains tied to both sides. Huawei's Ascend 950 is due to enter in the fourth quarter, and SK hynix HBM goes to Nvidia. How long Korea can sustain this dual structure will shape the medium-term strategy of its semiconductor industry.
