How to Screen for High-Impact AI in Korea
Do not stop at a sector label. Record how the service affects life, safety and fundamental rights, how often harm may occur and how the output is used in a real decision.
Ten sectors to check first
If the service touches any listed sector, continue to the impact and risk assessment.
Energy
Does AI influence major decisions or operations in electricity, gas or another energy supply?
Drinking water
Does it affect safety or quality decisions in drinking-water production?
Healthcare
Does it influence care, health management or a healthcare-system decision?
Medical devices
Is AI built into the development or use of a medical or digital medical device?
Nuclear safety
Is it used to manage or operate nuclear material or facilities?
Investigation and arrest
Is biometric information used for criminal investigation or arrest?
Hiring and credit
Does it make an assessment, such as hiring or loan screening, with a major effect on a person's rights or duties?
Transport
Does it control a major function of a vehicle, facility or transport system?
Public services
Does it support eligibility, benefits, charges or another public-body decision?
School assessment
Is it used to assess children or pupils in kindergarten, primary or secondary education?

Choose in scope, out of scope or pending, then attach the evidence.
Use and operation
Describe inputs, affected people and outputs rather than the model name alone.
Affected people
Identify applicants, patients, pupils, users and other groups affected by the decision.
Impact and frequency
Record severity, likelihood, reversibility and possible harm to life, safety or rights.
Evidence
Attach a data summary, process map, test results, contracts, reviewer and review date.
