China AI, Robotics, Semiconductor, and Telecom In-Depth Briefing

Top 5 Key Takeaways

1. Alibaba has added GLM-5.3, DeepSeek-V4-Pro, and Kimi K3 to its Qwen AI platform alongside its own models. The competition among major Chinese AI companies is shifting from model performance to distribution channels and developer acquisition.

2. The main focus of the World Robot Conference (WRC) 2026 was tactile sensation and electronic skin, rather than running demonstrations. The Chinese robot industry is shifting its focus from visually appealing demonstrations to precise operations in factories and logistics.

3. China Telecom disclosed its first-half intelligent services revenue of 31.141 billion yuan, Tianyi Cloud revenue of 61.8 billion yuan, and connected computing power of 118.8 EFLOPS. Telecom operators are transforming from bandwidth providers into AI infrastructure operators.

4. The National Data Administration designated 10 regions, including Shanghai, Beijing, Hainan, Guangzhou, Shenzhen, and Xiong'an, as pilot zones for international data cooperation. China does not block borders unconditionally; instead, it selectively opens channels authorized by the government.

5. The United States is pressuring its allies to keep their distance from the Chinese AI camp, and Nvidia denied reports of designing a China-specific LPU. China is now in a position where it must accelerate the growth of Huawei and the domestic chip ecosystem, rather than expecting the return of US chips.

Chinese AI Models & Platforms

Alibaba Cloud's Qwen AI platform, as of August 21, allowed users to choose top Chinese models such as Qwen3.8-Max, DeepSeek-V4-Pro, Kimi K3, and GLM-5.3 from a single screen. Major Chinese AI companies are no longer just expanding their own app user bases. They are integrating competitor models to lock developers and enterprise customers into their own platforms.

Z.ai released GLM-5.3 on August 14, and according to an IT Home (IT之家) report on August 21, users can directly call that model on Alibaba's platform. This is different from the US-style closed camp confrontation. They place competing models side-by-side in a single store to push commercialization. This has two implications for South Korea. Even if Korean companies do not directly use Chinese models, Chinese models can permeate enterprise software, manufacturing equipment, and customer service tools in the form of APIs. Therefore, Korean regulations must examine the responsibility structures of model marketplaces and intermediary platforms, rather than focusing solely on individual models.

Robotics, Humanoids, & Embodied AI

The new trend at WRC 2026 is sensory perception, not speed. According to a Guangming Daily (光明日报) report on August 20 and event materials, the ecosystem affiliated with the Beijing Institute for General Artificial Intelligence (BIGAI) promoted a supply chain centered on electronic skin and more than 20,000 tactile datasets. Robotic hands are moving beyond just looking at objects to touching them, feeling slippage, and controlling force.

This shift reveals the bottleneck of embodied AI—AI with physical bodies. China has produced many videos of robots walking like humans. However, in tasks with high costs of failure—such as factory assembly, logistics sorting, and caregiving assistance—precision drops without tactile sensations. Therefore, China is developing sensors, datasets, and training environments as a single package. This opens up component opportunities for South Korea. The markets for force sensors, electronic skin materials, precision reducers, industrial vision, and safety certifications will grow together. Conversely, if Korean companies compete solely with finished robots, it will be difficult to match China's speed.

AI Semiconductors & Computing Infrastructure

The clearest signal from China this week is not a single type of chip, but the infrastructure as a whole. In its interim earnings report on August 20, China Telecom announced that its connected computing power reached 118.8 EFLOPS and that it supports more than 20 different chips. This means the Chinese AI infrastructure has not yet settled on a single chip winner. Huawei chips, domestic GPUs, imported chips, and cloud rental resources run together within a single system.

Reports also showed that Alibaba's net profit dropped significantly after it increased its AI infrastructure spending, following its earnings announcement on August 20. Capital flows into data centers before models. The real battlefield of Chinese AI competition is not apps, but power supply, cooling, HBM sourcing, packaging, and cluster management. For South Korea, this brings both demand and pressure. HBM, advanced memory, power semiconductors, cooling, and packaging equipment present opportunities. However, if US regulations tighten, managing Chinese customers will become much more difficult.

Telecommunications, Networks, & Edge AI

China's three major telecom operators are bringing AI into their core business rather than treating it as a side service. China Telecom disclosed intelligent services revenue of 31.141 billion yuan, Tianyi Cloud revenue of 61.8 billion yuan, 142 large models, 420 agents, and the processing of 20 trillion tokens. Its 5G subscribers reached 277 million, and 5G-A subscribers reached 4.68 million. Instead of layering AI on top of the network, they are restructuring the network itself to meet AI demand.
China Unicom also introduced an operating model that divides AI into token creation, transmission, refinement, storage, and application in its first-half announcement and related reports. Telecom operators control data movement, billing, cloud services, security, and industrial customer touchpoints. As a result, in China-style AI commercialization, telecom operators could become more powerful gatekeepers than model companies. The implications for South Korean telecom operators are significant. Competing on network quality alone is not enough. Unless they bundle enterprise AI deployment, edge inference, and industrial data control, they will lose ground to the Chinese AI-RAN and industrial cloud integration model.

Policy, Regulation, & National Strategy

On the policy front, both openness and control are visible. On the openness side: as of August 21, the National Data Administration designated Shanghai, Beijing, Tianjin, Hainan, Guangzhou, Shenzhen, Xiong'an, Nanning, Kunming, and Hengqin as pilot zones for international data cooperation. These channels are designed with connections to Hong Kong, Macau, ASEAN, the Middle East, and Europe in mind. On the control side: the Cyberspace Administration of China (CAC) Measures on National Network Data Security Risk Assessment took effect on August 20, 2026.

Overlaying the two reveals a clear strategy. It is not about blocking everything. It is about placing cross-border data, models, and industrial information into channels that the state can audit. For Korean companies, laws and contracts must come first. Korean companies operating in China must evaluate data transfer, local inference, log preservation, security reviews, and potential algorithm registration in advance. Addressing these issues late will lead to significant losses of time and money.

US-China Tech Hegemony & Impact on South Korea

US pressure comes from two directions. On the diplomatic front, according to a Reuters report on August 15, the US is sending messages urging its allies to keep their distance from the Chinese AI camp. On the supply chain front, according to a Reuters-affiliated report on August 20, Nvidia denied reports that it is designing a China-specific LPU. It has become uncertain whether alternative US chips will enter the Chinese market.

China plans to fill this gap with Huawei Ascend, domestic clouds, and the computing networks of its three major telecom operators. South Korea faces pressure from both sides. While it must comply with US regulations, it cannot entirely abandon Chinese supply chains and markets. Therefore, South Korea's strategy must be more precise. It should secure less politicized sectors—such as memory, packaging, power, cooling, and industrial sensors—while raising firewalls in sectors directly subject to sanctions, such as model services and advanced AI accelerators.

Attorney Kyoung-jin Kim's Commentary

Today's trends in China can be summarized in one sentence. China does not stop at building a single good model; instead, it bundles the cloud, networks, data channels, robot testing grounds, and policy review lines required to run the model into a single entity. This is where it differs from the United States.

There are two points that South Korea is prone to miss. First, China's AI competitiveness cannot be measured by model benchmark scores alone. Momentum builds when telecom operators, local governments, the data administration, robot conferences, and cloud platforms move in unison. Second, South Korea must not view China simply as a cheap alternative market. China is consolidating into an independent technology bloc with its own rules, chips, and distribution networks. We must redesign our legal and industrial policies based on this premise.
