China AI Models and Platforms

■ WAIC 2026 closing day: full roundup of 261 AI models on display [Follow-up]

WAIC 2026 concludes its four-day run today, July 20. With 100,000 square meters of exhibition space, 1,100 participating companies, more than 3,000 exhibits, and over 300 world-first debuts, it was the largest edition in the event's history. A total of 261 models were demonstrated, including MiniMax M3, Kimi K3, DeepSeek V4, Tencent Hy3, and Jiesheng Xingchen's STEP X Neo agent phone.

The clearest shift this year was that the center of gravity moved away from model competition toward system efficiency and industrial monetization. Pandaily identified six major trends: a pivot toward system efficiency, deployment of robots in real factories, a breakthrough moment for China-made chips, practical deployment of agents, upgraded computing infrastructure, and commercialization of embodied intelligence.

This marks the point where the narrative of China's AI industry changes from "what can be built" to "how money can be made." For Korean AI semiconductor and software firms seeking entry into the Chinese ecosystem, the signal is now stronger that standalone product supply will not be enough; they will need systems-integration competitiveness.

■ Moonshot AI Kimi K3: the world's largest open-weight model, full weights due on July 27 [Follow-up]

Kimi K3, released by Moonshot AI on July 16, is the largest open-weight model currently in existence at 2.8 trillion parameters. It has a 1 million-token context window, native visual understanding, and an always-on reasoning mode. With a GDPval-AA v2 score of 1687, it ranks third globally behind Claude Fable 5 Max (1815) and GPT-5.6 Sol Max (1748). The full weights will be released on July 27.

This is the first time a Chinese open-source model has come within 10% of U.S. frontier models. Moonshot, backed by Alibaba, shows that China's AI startup ecosystem has reached a stage where it can produce multiple frontier-class players.

For Korean companies, this adds one more high-performance, cost-effective deployment option. But if China's Ministry of Commerce moves ahead with restrictions on overseas access, that option could close.

■ China's Ministry of Commerce reviews restrictions on overseas access to advanced AI models: three-tier management system under discussion [Follow-up]

China's Ministry of Commerce is reportedly reviewing restrictions on overseas access to advanced AI models in meetings with Alibaba, ByteDance, and Zhipu. Open-weight models are also under consideration. A panel of legal scholars proposed a three-tier framework: light reporting for basic tools, security review for mid-level models, and domestic-use-only treatment for top-tier models. No final regulation has been confirmed, and reports also noted that any rules may apply only to future models.

This mirrors U.S. export controls on AI chips to China. If adopted, China-made open-weight models such as Qwen, Doubao, and GLM-5.2, which developers around the world have been using for free, could become inaccessible.

Korean companies and research institutions running systems fine-tuned on Chinese open-source models need fallback routes in place ahead of time. If a service stops during a transition period where the line between what is allowed and what is banned remains unclear, the loss falls directly on the operator.

Robots, Humanoids, and Embodied Intelligence

■ MagicLab and AliExpress form 'Brand+' strategic alliance: global direct sales of embodied intelligence begin

At WAIC 2026, Wuxi-based robotics startup MagicLab entered an exclusive strategic partnership with AliExpress. Through AliExpress's 'Brand+' super-brand export program, it will sell consumer-oriented humanoid and quadruped robot products directly to more than 150 countries. The company is targeting three categories of overseas demand: security patrol, industrial inspection, and emotional companion robots.

This is a turning point where China's embodied intelligence sector expands its channel from B2B industrial exports into direct-to-consumer B2C sales. It opens a path for low-cost China-made service robots to enter the Korean consumer market and puts immediate pressure on the overseas price competitiveness of Korean robotics firms.

■ China's humanoid robot makers accelerate overseas expansion: multinational footholds built through WAIC 2026 [Follow-up]

According to Global Times, China's humanoid robotics industry is speeding up overseas expansion through the momentum of WAIC 2026. AgiBot partnered with Germany's Minth and opened an experience center in Malaysia, Magic Atom established a U.S. R&D team, and DeepRobotics announced the build-out of a North American local support network. From January to May 2026, China's robot exports reached 10.377 million units and 19.99 billion yuan, supplying more than 150 countries.

This is a three-step strategy: not just selling products, but building local bases and supporting customers in order to capture the ecosystem. It is the same path Chinese smartphones took after 2015, now repeated by robots. The point at which Hyundai Robotics and Rainbow Robotics will face Chinese competitors head-on in the global market is moving closer.

■ AgiBot A3 Ultra selected as a WAIC 'Treasure of the Exhibition': four new products unveiled, 30 units deployed onsite [Follow-up]

AgiBot unveiled four products at WAIC 2026: the A3 Ultra, X2 Edu, G2 Max, and OmniHand 3 Ultra-M. The A3 Ultra stands 174 cm tall, uses Nvidia's Thor chip with 700 TOPS, and delivers centimeter-level indoor and outdoor precision through fused GPS, RTK, and UWB positioning. With a hot-swappable battery, it can operate continuously for eight hours. It was the only embodied-intelligence product selected for this year's "Top 10 Treasures of the Exhibition" at WAIC, and more than 30 AgiBot robots are handling guidance and live demonstrations onsite.

This is a technical marker that embodied intelligence is moving past short demo sessions and toward commercial deployment close to a full workday. It is notable that the company built its own three-layer heterogeneous computing architecture on top of the Thor chip.

According to Omdia, AgiBot's global market share stands at 39%. Following its Kazakhstan MOU, if it expands further across Asia, Korea could become the next target.

AI Semiconductors and Computing Infrastructure

■ Huawei Atlas 950 SuperPod shown in physical form for the first time: 1,024-card cabinet system, FP8 1 EFLOPS [Follow-up]

Huawei presented a physical Atlas 950 SuperPod system for the first time at WAIC 2026. The configuration shown featured 64 cards in a single cabinet, high-speed interconnect scaling up to 8,192 cards, and a 16-cabinet, 1,024-card setup. With UnifiedBus 2.0 integrated memory addressing, it supports trillion-parameter model training and high-concurrency inference. Plans to enter Korea in the fourth quarter remain unchanged, and Hansol PNS and SK Shieldus have been confirmed as distributors.

This confirms that China-made AI computing is being exported not as standalone chips but as 10,000-GPU-class cluster systems. Huawei's claim of 2.87 times the inference performance of the H20 at one-quarter of the price is now backed by a physical system.

If the product actually enters Korea in the fourth quarter, it becomes a price-disruption variable in the domestic AI infrastructure market, which remains heavily dependent on Nvidia. The issue will require political judgment alongside broader China technology policy.

■ CXMT confirms STAR Market listing for July 27: 243x oversubscribed, valued at 57.9 billion yuan

ChangXin Memory Technologies (CXMT) has confirmed its STAR Market listing for July 27. At an IPO price of 8.66 yuan per share and 6.69 billion shares issued, rising to 7.69 billion including the greenshoe option, it will raise as much as 66.6 billion yuan ($9.8 billion). The company is valued at 57.9 billion yuan, about $8.5 billion, and the offering was oversubscribed by 243 times. It surpasses SMIC's 53.2 billion yuan IPO in 2020 as the largest in STAR Market history.

CXMT is China's top DRAM maker and the world's No. 4 player with a 7.7% global share. Combined with the Financial Times report that Apple is validating CXMT DRAM for devices sold in China, this has become a turning point for the full entry of China-made memory into the global supply chain.

For Samsung Electronics and SK hynix, this creates medium- to long-term pricing pressure. The gap in advanced areas such as HBM is still large, but as commodity DRAM volumes rise, downward pressure on prices follows.

■ NIO Shenji makes standalone WAIC debut: chips for three domains, automotive, embodied intelligence, and agents [Follow-up]

Shenji, NIO's semiconductor subsidiary, made its first standalone exhibition appearance at WAIC and displayed three products: the NX9031X for autonomous driving, the NX9031U for embodied intelligence with 800 TOPS air cooling, and the NX9031C for agent inference. The NX9031X has been installed across all NIO and Onvo vehicles, with cumulative shipments exceeding 300,000 units. NIO CEO William Li said Shenji is "the only company in China supplying chips across all three domains of autonomous driving, embodied intelligence, and agents."

Not even Tesla has turned an automaker's in-house chip business into an external AI market offering. This is an attempt to turn a cost-center chip division into a revenue source. It is also a reference point for Hyundai Motor Group's in-house chip strategy, including 42dot, while becoming a serious competitive variable for Korean fabless companies targeting China's automotive AI chip market.

■ SK hynix to release second-quarter results on July 22: consensus expected to be missed on HBM4 delays

SK hynix will release second-quarter earnings on July 22. Analyst Cha Min-sook of Korea Investment & Securities forecasts operating profit of 60.4 trillion won. That would be up 556% year over year, but still about 8% below the market consensus of 65 trillion won. HBM4 mass production slipped into the third quarter, leaving second-quarter shipments short of expectations, and because of the fixed-price contract structure, gains in spot prices are not fully captured in earnings.

The KOSPI fell from 9,000 in early July into the 6,800 range within 14 trading sessions, a drop of 25%. These earnings could become either the catalyst for a rebound or the trigger for a further sell-off. Korea's stock market, with its structural concentration risk in just two semiconductor names, is being tested again. Another new variable is how capital flows between Korea and the U.S. move on earnings day now that ADR trading in SKHY has begun on Nasdaq.

Telecom, Networks, and Edge AI

■ AI token subscription products from China's three major telecom carriers highlighted at MWC Shanghai [Follow-up]

At MWC Shanghai 2026 and WAIC 2026, AI token subscription businesses from China's three major telecom operators emerged as a central theme. China Telecom is commercially piloting six pricing tiers starting at 9.9 yuan ($1.4) per month. The basic personal package includes 10 million tokens, the premium tier offers 80 million tokens for $6.9 per month, and the enterprise tier offers 150 million tokens for $41.5 per month. China Mobile has also begun consumer sales. The combined target of the three carriers is 200 million consumer accounts and 5 million enterprise accounts by the fourth quarter.

A business that used to sell traffic is becoming a business that sells tokens. A structure in which telecom carriers directly control AI inference infrastructure and sell model access rights like a rate plan has not existed anywhere else in the world.

KT, SKT, and LG U+ are also reviewing AI model access services. If Chinese telecom carriers lock in a 200 million-account lead first, China will end up setting the standards for billing units and contractual terms.

■ China completes 5G-A deployment across 330 cities, targets commercial AI-native 6G by 2030 [Follow-up]

China's 5G-Advanced, or 5G-A, coverage has now passed 330 cities. Users exceeded 10 million by mid-2025, and China Telecom Shanghai has commercially deployed a "5G-A x AI high-capacity uplink network" across more than 5,000 base stations. Core 6G technology testing completed Phase 1 from 2022 to 2024 and has now entered Phase 2 for 2025 to 2026, focused on validating technical solutions and building prototypes. The targets are commercial launch in 2030 and a trillion-yuan industrial ecosystem by 2035.

5G-A is both the stage before 6G and a test bed for AI-RAN, where AI controls wireless access. If China, which holds 40.3% of global 6G patents, also takes the lead in AI-native architecture, standards leadership follows.

For Korean telecom operators, the question of whether to cooperate or compete with China is becoming clearer in their 6G roadmaps. It will be important to watch how Samsung Electronics' network division positions its Open RAN and AI-RAN investments relative to the Chinese camp.

Policy, Regulation, and National Strategy

■ WAIC 2026 closes today: Xi Jinping opposes AI monopoly by any single country, WAICO launches with 29 countries [Follow-up]

President Xi Jinping delivered a keynote speech at the WAIC opening ceremony on July 17, the first such keynote he has ever given at the event. He said AI development should be a symphony of international cooperation, not a solo run by one country, and opposed overly expanding the concept of national security into the AI field. He also said China would provide AI education opportunities to 5,000 people from developing countries over the next five years and build international AI application cooperation centers with ASEAN, the Arab League, the African Union, CELAC, the SCO, and BRICS.

On July 16, 29 countries including Kazakhstan, Laos, Pakistan, Russia, and Indonesia signed the founding agreement for WAICO. Its headquarters will be in Shanghai, and UN Secretary-General Guterres attended the signing ceremony.

This formally confirms a split in AI governance between U.S.-led PaxSilica with 35 countries and China-led WAICO with 29 countries. No G7 or EU countries joined WAICO.

Korea has signed neither side. With its semiconductor supply chain tied to the U.S. and its consumer market and telecom equipment tied to China, the pressure to choose will grow. The era has begun in which joining an international body becomes, in effect, a declaration of industrial policy.

■ Standardization implementation opinion for AI agents takes effect on July 15: mandatory filing for medical, transport, media, and public safety sectors [Follow-up]

Two AI regulations took effect simultaneously on July 15. Under the Administrative Measures for Anthropomorphic AI Interaction Services, AI companion services from ByteDance Doubao, Alibaba Tongyi Qianwen, and Yuanbao were shut down. In Shanghai alone, 14,000 services were removed, affecting about 500 million users. Virtual intimate-relationship services for minors are banned, and users under age 14 require guardian consent. The Implementation Opinion on Standardization of Intelligent Agents imposes filing requirements on agents in medicine, transport, media, and public safety, and establishes a three-tier human-approval structure based on the weight of outcomes. Generative AI is managed as a separate category.

This is a dual-track regulatory system that draws a clear line: AI that shares emotions is restricted, while AI that performs work is encouraged. It is the first of its kind in the world.

Korea's Basic AI Act, which took effect in January 2026, is principle-centered and still thin on enforcement rules. China's classification framework could influence regulatory standards across Asia, and it adds compliance requirements for Korean companies providing AI services into China.

U.S.-China Tech Rivalry and Impact on Korea

■ Bipolar U.S.-China AI governance structure takes shape: WAICO with 29 countries vs PaxSilica with 35 countries

WAIC 2026 has hardened global AI governance into two camps. WAICO, headquartered in Shanghai and backed by 29 countries, centers its message on equal access to AI across the Global South. PaxSilica, headquartered in Washington and backed by 35 countries, centers its message on AI safety grounded in democratic values across the G7 and EU. People's Daily published an editorial opposing an "AI Iron Curtain," and Xi Jinping criticized the idea of placing one country's security above that of others.

After the hardware wall of AI semiconductor export controls and the software wall of AI model export restrictions, U.S.-China technological separation has now entered a third stage: the institutional wall of separate governance bodies.

Korea is aligned with the U.S. on hardware, but much of its largest export market lies within the WAICO camp. Whether Korea approves Huawei Ascend 950's fourth-quarter market entry will be the first test of that dilemma.

■ KOSPI plunges 6.37% on July 16, then closes for three trading days: July 21 reopening becomes inflection point [Follow-up]

The KOSPI rebounded 6.24% on July 15, then plunged 6.37% on July 16 after the Bank of Korea's 25bp rate increase to 2.75%, closing at 6,820.60. Samsung Electronics fell 8.2% and SK hynix dropped 11.5%. Constitution Day on July 17 was restored as a public holiday this year, followed by the weekend on July 18 and 19, resulting in a three-trading-day market closure. When the market reopens tomorrow, July 21, the direction will be shaped by SK hynix ADR moves and by expectation and anxiety ahead of the July 22 earnings release.

After a 25% correction from early July levels, a three-trading-day pause can either cool anxiety or let it build. The structure remains the same: concentrated exposure to two semiconductor names.

After the July 21 reopening, SK hynix reports on July 22 and Samsung Electronics is expected to report on July 24. Whether earnings season becomes the foundation for a rebound will shape the trend through late July.

■ Report says Samsung Electronics is considering a U.S. ADR listing; company denies it [Follow-up]

Bloomberg reported that Samsung Electronics is considering a U.S. ADR listing, and Samsung officially denied it. The trigger was the success of SK hynix ADR (SKHY), which jumped 13% on its first Nasdaq trading day and was followed by the launch of leveraged ETFs, SKUU and SKDD. At one point, SKHY's market capitalization exceeded $1 trillion.

Broader access to U.S. capital markets would expand the investor base, but it would also raise concerns about liquidity draining from Korea's KRX. If Samsung actually moves, a structural reshaping of Korea's capital market would be hard to avoid, and it would become a major event tied to the value-up program aimed at narrowing the Korea discount.

Commentary from Attorney Kim Kyung-jin

As WAIC 2026 closes today, this week marked the moment when China's AI industry crossed in several places at once from the phase of showing what it can do to the phase of selling what it has built.

The governance split is now set. The division into WAICO with 29 countries and PaxSilica with 35 means more than a split in technical standards. It means the normative order itself has divided. Korea has bought time by signing neither side, but approval for Huawei Ascend 950's fourth-quarter entry into Korea is, in practice, the first litmus test. It is an industrial policy decision and, at the same time, a diplomatic policy statement.

Chinese robots are also changing the nature of their overseas expansion, from exports to ecosystem transplantation. AgiBot's footholds in Germany and Malaysia, MagicLab's direct sales through AliExpress, and LimX's Luna supply into Korea all point to the same move: taking root locally.

SK hynix's earnings release on July 22 is no longer just one company's calendar event. It has become a structural test for Korea's capital market. Since ADRs and leveraged ETFs appeared, a structure has emerged in which capital between Korea and the U.S. can swing sharply on a single earnings report.

From a lawyer's point of view, China's dual AI regulation stands out. The line it draws is clear: AI that shares emotion is restricted, and AI that performs work is promoted. Korea's Basic AI Act has not yet reached that level of specificity.
