1. Concept of AI Government
AI Government refers to an innovative form of government that actively utilizes artificial intelligence technology to create hope for a new era. It is an advanced system where AI learns and makes judgments on its own to process or efficiently support complex tasks previously performed by public officials. Moving beyond simple computerization or program usage, it approaches overall administrative work creatively and intelligently through a deep understanding and analysis of data.
The OECD defines "AI in the public sector" as "AI systems actively utilized by government agencies to promote public value and improve service quality." The key characteristics of AI government are as follows. First, it increases the reliability of administration through rapid and accurate decision-making based on data. Second, it improves the quality of life for citizens by responding to social problems through proactive administration that predicts the future. Third, it implements a warmer and more attentive administration by providing customized public services to every individual citizen.
2. Evolution from E-Government to Intelligent Government
The process of evolving from e-government to intelligent government is like a hopeful journey toward a new future. In the initial "e-Government" stage, the foundation for the digital revolution was laid by focusing on digitizing paper documents and opening information through the internet. This was followed by the "Digital Government" stage, where data-centric innovation and active citizen participation occurred. Platforms like Korea's "Gov24" and the US "data.gov" were established during this period, spreading citizen-centered administration. Currently, we are leaping into the "Intelligent Government" or "AI Government" stage, welcoming an era where predictive administration and personalized services driven by AI technology are becoming a reality. Chatbot services that automatically respond to citizen questions, smart systems that predict and prevent crimes or disasters, and customized welfare service recommendations reflecting individual characteristics are all starting points for the hopeful future citizens have dreamed of.
3. Artificial Intelligence as a Core Means of Public Sector Innovation
The effects of artificial intelligence (AI) on public sector innovation can be broadly divided into three areas. First, AI enhances work efficiency by automating repetitive and time-consuming administrative tasks, helping public officials focus on more valuable and creative work. Second, AI significantly improves the quality and reliability of decision-making by precisely analyzing vast amounts of data to find important patterns and relationships that are difficult for humans to detect. Finally, AI realizes administrative services for a better life and increases citizen satisfaction by deeply understanding individual situations and needs to provide customized services.
Through these effects, AI is establishing itself as a key of hope that promotes innovation in governments and public institutions, and countries around the world are more actively pursuing AI-based innovation.
Looking at the case of the Singapore government, it introduced the "Ask Jamie" AI chatbot using natural language processing technology, which has already answered more than 15 million citizen questions across over 80 government websites and 9 intranet sites, reducing call center workloads by up to 50%. Furthermore, Singapore is further expanding the potential of AI chatbots through a new project centered on GovTech to transition all government chatbots to engines based on Large Language Models (LLM).
4. Relationship between Large Language Models (LLM) and Administrative Intelligentization
Large Language Models (LLM), which have recently garnered the most attention, are emerging as a core technology for the progress and development of future administration.
LLMs such as ChatGPT are opening up new possibilities for administrative work through their ability to naturally understand and creatively generate human language. LLM-based chatbots help anyone easily understand complex administrative procedures and provide kind and attentive guidance tailored to each individual citizen's situation. They also allow public officials to focus on more valuable work by quickly analyzing and summarizing vast administrative documents such as legal documents, policy reports, and civil petition data.
While challenges such as accuracy, reliability, personal information protection, and accountability exist in the administrative application of LLM technology, its potential is clear, and it will lead our administration into the future in a more advanced form. The new administrative environment created by AI and LLM technologies will be the first step toward a hopeful and progressive future.
