The Sultanate System of Nine States

Malaysia has a distinctive political system that combines constitutional monarchy, federal statehood, and parliamentary cabinet government. The most striking characteristic is a unique system where the kingship rotates among different rulers.

Malaysia has 13 federal states, and nine of these states each have a hereditary monarch called a sultan. These nine sultans take turns, alternating every five years, to become the national sovereign and head of state. This system is called 'Yang di-Pertuan Agong,' which simply means 'supreme ruler.' The background to modern Malaysia's composition of 13 federal states and nine sultanate states originated from historical changes during the colonial period, the formation of the Malayan Federation, and the political compromise process following independence. The political foundation traces back to several Malay kingdoms that existed in the past on the Malay Peninsula. From ancient times, sultans ruling different regions existed on the Malay Peninsula, and this traditional sultanate system persisted even during the colonial era. In the late nineteenth century, as Britain colonially governed the Malayan region, it directly administered some areas while maintaining colonial rule by granting the existing sultans certain autonomous authority.

In 1946, Britain launched the Malayan Union, seeking to weaken the existing sultans' authority and introduce centralized rule. However, due to strong resistance from the Malay people, the Malayan Union failed, and in 1948 the Federation of Malaya was launched, establishing a new federal system in which the sultans' authority was partly guaranteed. During this process, Malay political identity and the sultanate system served as important factors.

Even after the Federation of Malaya gained independence in 1957, the Malay sultanate system was maintained. The states with nine sultans developed into a system in which they maintained independent hereditary monarchy within the federation while following constitutional monarchy at the national level. Based on this system, the nine sultans came to elect the national sovereign and head of state, the 'Yang di-Pertuan Agong,' by rotating every five years. This is a distinctive political system born as a compromise between the traditional monarchy of Malay kingdoms and modern federalism.

In 1963, the Federation of Malaya formed a new federation with Sabah, Sarawak, and Singapore, changing its name to Malaysia. In this process, the current system of 13 federal states was established when Sabah and Sarawak were added to the existing 11 federal states. However, since Sabah and Sarawak were regions without the traditional Malay sultanate system, these two territories remained as special federal states without sultans. When Singapore withdrew from the federation in 1965, the present-day Malaysian federal system was completed.

Against this background, Malaysia came to have a distinctive form of 'federal monarchy,' maintaining a political system in which the traditional sultanate system and modern democracy coexist.

The Rotational Monarchical System: 'Yang di-Pertuan Agong'

The head of state primarily performs ceremonial functions, but also holds significant powers such as the appointment of the prime minister and dissolution of parliament. In this process, King Sultan Muhammad V approved the formation of a new government and appointed the 92-year-old Mahathir Mohamad as prime minister.

Mahathir promised to hand over the position of prime minister to Anwar Ibrahim but failed to keep this promise, deepening conflict within the coalition government. Mahathir Mohamad resigned from the position of prime minister. Subsequently, King Sultan Abdullah of Pahang played a mediator role by consulting with representatives of various political parties to form a new government. The king met individually with parliamentarians to identify candidates with support, and ultimately appointed Muhyiddin Yassin as the new prime minister. In this process, the king's role was not merely ceremonial but played a crucial part in maintaining national stability amid chaos.

Muhyiddin Yassin's government could not be sustained for long amid political instability. His coalition government failed to secure a majority in parliament and received weak support, and ultimately in 2021 he resigned. Once again, King Sultan Abdullah found himself in a situation where he had to step forward as a political mediator and appoint a new prime minister. After coordinating political negotiations, the king appointed Ismail Sabri Yaakob as prime minister, again performing a crucial role in stabilizing the political situation.

The Role and Authority of the King

This demonstrates that Malaysia's monarchy can function as an active mediator in situations of political crisis, beyond merely a symbolic role. The king maintains political balance and performs the role of preserving national stability even amid crises that could topple the federal government, occupying a unique position in Malaysia's political system.

One might wonder how Malaysia's complex political system works so effectively. However, Malaysians believe that this system plays an important role in safeguarding national stability and diversity. This can be said to be the result of harmoniously combining Malaysia's unique history and culture with contemporary democracy.
